Nightclub Bans Staring Without 'Verbal Consent'

Alright I see what they are trying to do here, but this might be taking it a little too far.

A nightclub in Sydney, Australia has banned staring unless the person doing the staring gets prior verbal consent of the person they are staring at.

If there isn't consent to stare, police could be called. This new rule is suppose to discourage people from coming if their "sole purpose" was to meet someone to "pick up".

What if you accidentally make eye contact and you don't even mean to stare?!

What are your thoughts on this?
